In pursuit to capacitate the Plant Quarantine Inspectors on the basic quarantine procedures, the National Plant Quarantine Services Division (NPQSD) conducted its third wave of Orientation Training of Plant Quarantine Inspectors on Plant Quarantine Operations at the NPQSD Conference Room last 20-24 of March 2017.

Around 30 participants coming from different quarantine stations attended the said training wherein pre-course evaluations were given on the first day to gauge their level of understanding on different quarantine procedures.

Anchored by the governing law of PD 1433, the topics primarily focused on concepts of Plant Quarantine Laws as an implementing guide to numerous Plant Quarantine activities. Discussed were the basic principles of WTO SPS Agreement and concepts of Pest Risk Analysis which are all necessary for the conduct of phytosanitary measures. The training also covered discussions on import, export and domestic protocols for airports and seaports operation.

The new guidelines for the issuance of Sanitary and Phytosanitary Import Clearance (SPSIC) were also taken up in details. It was emphasized that quarantine inspectors must examine closely the necessary documents needed before releasing the shipment.

Moreover, the participants were also enlightened with the domestic orders and memoranda for prohibited movement of plants and planting materials. This is to make them become adept in preventing further spread of diseases already present from the infested to non-infested areas.

To evaluate if the participants have fully understood the topics discussed, they were divided into different groups. Each group has given a scenario where they have to reenact actions of the different situations on issuances of domestic, import and export permits.

The training came to a close on the fourth day with OIC – Director Vivencio R. Mamaril who delivered a short message. The training was successful as the participants had strengthened their knowledge and skills to carry out their duties effectively, as they were also apprised with training modules for their references and further readings.

Our dear farmers are warned of the five pests to attack during the 2nd Quarter of the year. This is based on the historical data submitted by regions. Our Crop Pest Management Division listed areas where infestations may possibly occur. Bureau of Plant Industry OIC, Vivencio R. Mamaril issued a memorandum to all DA Regional Directors to alert the staff to closely monitor pests’ occurrence. LA GRANJA 5

 The Bureau of Plant Industry-La Granja National Crop Research, Development and Production Support Center (BPI-LGNCRDPSC) conducted a training seminar on Values Orientation for Government Workers last March 14, 2017. It was participated by 28 plantilla personnel of the center, three from the National Seed Quality Control Services (NSQCS)-La Granja and two staff from the Philippine Carabao Center at La Carlota Stock Farm(PCC-LCSF)

Ms. Kristine M. Estorque, Personnel   Specialist II of the Civil Service Commission Negros Occidental Field Office clearly discussed Republic Act No. 6713 or the Code of Conduct and Ethical Standards for Public Officials and Employees Benefits and Privileges of Government Employees. These topics are very useful and helpful to government employees. As such, the participants were very attentive and eager to raise their questions. They have learned a lot from the speaker especially the eight (8) norms of conduct that government officials and employees must have. These are: (1) Commitment to public interest; (2) Professionalism; (3) Justness and Sincerity; (4) Political Neutrality; (5) Responsiveness to the public; (6) Nationalism and patriotism; (7) Commitment to democracy; and (8) Simple living.  The speaker also emphasized the things that our clients expect from us. These are Trust, Responsiveness, Empathy, Assurance and Tangibles (TREAT).  After that, the participants were grouped into two to portray the 8 norms of conduct.

In the afternoon session, Ms. Estorque gave a lecture on the different kinds of leave that a government employee can avail.  Bureau of Plant Industry Employees Association (BPIEA) Vice President Mrs. Elalin T. Torio, Vice President discussed the history of BPIEA, Benefits and Privileges of BPI Employees and how BPIEA can provide support to its members.

The participants appreciated the activity because aside from learning new and valuable information, it was also a time to bond with each other and take a break from daily routine and schedules.   (Written by: Alona Marie A. Mandato)
